, mitt romney's foreign policy speech. >>> welcome back. in the wake of strong debate performance last week, mitt romney hoped to capitalize on his momentum, and today delivering a major foreign policy address in virginia accusing president obama of a lack of leadership on the global stage. cnbc's john harwood joins us again with additional details. good evening. >> good evening, larry. mitt romney spoke at the virginia military institute in the very important swing state of virginia. he didn't lay out much of a policy contrast with president obama. they're in similar places, but he did cast a contrast in terms of himself as a man of action and president obama who is somebody who is more passive. here's mitt romney. >> it is our responsibility and the responsibility of the president to use america's greatest power to shape history, not to lead from behind leaving our destiny at the mercy of events. >> now, what mitt romney is trying to do is drive some of the polls that have shown significant progress for him post-debate. look at these three. it's a mixed verdict. you have, first of al

jobs. at the whole republican convention and mitt romney's speech set that campaign back several weeks in my opinion. they got no bump and no bounce. in fact, they probably got a negative bounce. so tonight it is incumbent on him to do two things. one is make the big picture. he's the free enterpriser and president obama is the big government planner. and those are big differences in philosophy in government. two, romney has a tax cut plan. he has a spending cut plan. he has an energy plan. he's got to make it clear. he's got to explain to people the connection between his plans and the economic recovery that we have not yet had. that's a tall order for romney. and he's going to have to fight hard for it while the, of course is attacking him. >> you said earlier i was watching kudlow and company, you said the first impression is important. he's got to swing right away. you think he'll do that? >> that's my hunch. i've seen this before. aggressive. he's got to put this sort of line in the sand. here's what i believe. and here's what he believes. and there's a big choice in this el

lot easier, and that's what mitt romney focused on. you know, i'm not the president's speech strategist, but i am a guy who focuses on facts. and i think fundamentally when you clear away what happened last night, the facts haven't changed, which is that the romney plan in terms of its financial plan, the numbers just don't add up. there's no place to get the revenue that you need. and one of the things that soured me a bit on republicans in general is they always talk fiscal conservatism, but no republican since ronald reagan has submitted -- i mean since richard nixon has submitted a balanced budget. so you know that it won't work, and i think it's the facts and the substance that matter. >> austin, you're the former ceo of car max. in this period in which it is so clear that these two candidates are running neck to neck, and that's what the debate highlighted, is we're watching every moment to see who's going to pull forward. would this have cast a shade of uncertainty over what you do as a ceo? would you be waiting until the elections were done in order to make any big de

to "the kudlow report." freedom of speech is protected by the first amendment of the constitution, right? somebody better tell that to a teacher in philadelphia who ridiculed a young student for wearing a mitt romney t-shirt in class allegedly saying the t-shirt would be like her wearing a kkk, ku klux klan shirts. this is one of the worst stories. here to explain 16-year-old samantha polisi and her father rich. we reached out to the school for comment. the student was exercising her right of free speech and was not violating any school or district policy." they went on to say "the school snir initiated an investigation to review the conduct of the teacher and that investigation is ongoing." samantha i had to say that in order for fiba. let me ask you. you walked into class, geometry class? you walk in the class with a romney t-shirt and the teacher said to you, take it off? what was that like? how did that happen? >> well, it was really embarrassing. and i think she did it because she's against mitt romney. >> so that's basically, in other words, she doesn't like romney, so she w

him. >> yeah. >> if governor romney given bill clinton's speech and given the bump in the polls and the right track/wrong track stuff has improved. people have sort of come around to thinking that maybe it was a tough four years for anyone. can romney ever make the case that it is still a really bad economy that we're under? this is the worst recession. can he make it without looking nasty? >> i think he's got to make it. i think he's got to get people to look down the road and see the train wreck that's coming. >> not the one we've already had. >> 1.1 trillion in deficits racking up every year. we can run about 200 and keep the debt of gdp constant. which means we have a $900 billion tax increase coming. there's only about $1 trillion of income taxes. these are enormous tax increases that have to come. the president has fought every spending cut that's come along. he has a little bit, $50 billion from seniors and obama care to pay for some of obama care, but the rest of it will have to be covered by cost reduction, which he's fought every step of the way for taxes. >> i wonder, how
